Configure application form requirements: address, photos, and labels

The advocate application form now has more granular controls under Settings → Advocate Applications → Form Messaging:

Street address — choose whether Address 1 is required or optional (default: required)
Profile photo — choose whether a profile photo is required (default: optional)
Additional photos label — customize the label shown above the additional photos upload (default: “Additional Photos”)
Minimum photos — set a minimum number of additional photos required (default: 0, meaning optional)

The settings card is also reorganized into labeled sections (Page Header, Name, Contact, Address, Custom Questions, Photos, Terms) for easier scanning.
