Feature flags for per-community rollouts

The Stoked team can now roll out new features incrementally using feature flags. Features can be enabled for a single community, a group of communities (by tier or type), or globally.

Per-community targeting — enable a feature for just one community before a wider rollout
Group targeting — enable for all live, pro, or enterprise communities at once
Dashboard — accessible at /flipper from the admin sidebar under Tools → Feature Flags
Copyable IDs — each community’s Flipper ID is displayed and copyable from the community list in Avo

No action required from community admins or advocates — feature flags are managed by the Stoked team only.
