Reminders now respect active hours — scheduled for the right time

Admins can now send reminders at any time without worrying about waking someone up at 3am. When a reminder is sent and the recipient is outside their active hours (in their local timezone), the message is automatically held and delivered at the start of their next active hours window.
- Timezone-aware — a California advocate with an 8am–10pm window won’t get a reminder until 8am Pacific, even if the admin sends it at 9am Eastern
- Cancel option — a toast notification shows when a reminder is scheduled, with an inline Cancel link to undo it
- No timezone, no delay — if a recipient doesn’t have a timezone set, the message sends immediately
- Works everywhere reminders are sent — conversation reminders, introduction reminders, from the inbox or conversation detail page
