Approving an advocate application now always:

Resets the resulting advocate to pending status and clears any prior deactivation reason
Ensures the advocate’s profile is visible on the map, whether it’s a brand-new advocate or an existing match being reused
Routes the avatar through the standard resize pipeline so the profile photo renders at the right size

Previously, approving an application that matched an existing deactivated advocate could leave them in an unexpected state.
