Handbook saves when advocate applications are off

If your community doesn’t take advocate applications, the handbook’s call-to-action button text is turned off in Settings → Library → Handbook. Saving the handbook in that state failed with “Cta label can’t be blank”, so your changes weren’t saved.

The handbook now saves normally, and keeps whatever button text it already had for when you turn applications on.
