Event forms: country and state dropdowns, place search everywhere, smarter time defaults

A round of polish on the Add Event (admin) and Schedule Event (conversation) forms.

Country and state are dropdowns — country is picked from the supported-country list and pre-selects your community’s default; state offers the right list for that country (or a free-text field where no list exists). City and country are now required.
“Find a place” on private events — the address/venue search that public events already had is now on the Schedule Event form too. Picking a suggestion fills the address, city, state, and postal code and drops the map pin.
Times start filled in — a new event defaults to the current hour on the hour (e.g. 3:00 PM, never 3:07). Public events also pre-fill the end time an hour later.
