Rich-text editor toolbar buttons now have tooltips

The toolbar above rich-text fields (used for message templates, handbooks, and more) now labels every control.

Hover tooltips — bold, italic, underline, text color, link, lists, clear formatting, headings, table actions, and merge variables each show a descriptive label on hover
Screen-reader support — the same labels are exposed to assistive technology, so the toolbar is no longer a row of unlabeled icons
Action-based labels — toggle buttons describe what they do (“Bold”, “Italic”) rather than their current state

No admin action required.
