Tidier phone/email verification screen and impersonation banner

A couple of small layout fixes on the screens advocates and prospects see.
- “Resend code” on its own line — on the verify-phone and verify-email screens, the Resend code link no longer wraps mid-phrase after the confirmation sentence; it now appears cleanly on its own line below it.
- Impersonation banner stays out of the way — when a Stoked admin is signed in as an advocate or prospect, the amber “Impersonating…” banner now sits above the page and pushes the layout down instead of overlapping the menu, header, and other banners.
No admin action required.
