Waiver Signing Links in Canned Responses

Every active waiver now shows up in the canned response merge variable picker under the Waivers category. Picking one inserts a {{ <identifier>_waiver_signing_url }} placeholder that expands into the advocate-specific signing link when the response is sent.
Draft and archived waivers are not included.
