Verification code texts no longer pile up retries when a send is blocked

When a verification-code text was blocked — most commonly because the recipient had previously texted STOP — a background retry loop kept re-attempting the send for up to ten tries, filling the messaging activity log with rejected entries that looked like repeated requests.

One attempt per request — a blocked verification send is now final; the activity log shows a single rejected entry per actual request
Clearer resend errors — if a member taps “resend code” and the text can’t be sent, they now see an explanation (including how to text START to opt back in) instead of an error page
No more sends for expired codes — lingering retries no longer attempt to deliver codes that have already expired

No admin action required.
