"Finished" now saves your selected photo during advocate setup

A small but persistent paper cut during advocate creation: if you picked a photo and then hit Finished (because you didn’t have another one to add), the photo you just chose was thrown away. You had to click Save and continue instead, which felt wrong since you were, in fact, finished.

Finished now submits the form — any photo you’ve selected gets saved before you’re returned to the advocate’s profile.
Finished with no photo still works — if you haven’t picked a file, Finished just takes you to the advocate page, same as before.
Save and continue is unchanged: upload, then stay on the photo step to add another.

No admin action required.
