Overlapping advocate pins now fan apart so you can see each one

When several advocates share the same spot — same address, same building, or just very close together — their map pins used to stack directly on top of each other, so you could only see (and click) the top one.
- Pins fan apart — two or three overlapping pins now spread into a small circle so each stays individually visible, clickable, and hoverable.
- Still a real pin, not a number — there’s no count bubble; each advocate keeps their own pin, so clicking, the hover preview, and distances all work as usual.
- Smooth as you zoom — the pins glide to their positions continuously while you zoom in and out, and as you zoom in far enough that advocates are genuinely separated, the spread relaxes back to their true locations.
- Four-plus in one spot stay stacked — denser clusters keep overlapping rather than fanning into a busy ring; zoom in to separate them.
Applies to every advocate map — the admin map, the public community map, the embedded widget, and the per-advocate “nearby” map.
