Phone verification no longer retries against opted-out numbers

A number that had replied STOP could still trigger verification-code requests over and over — each one was correctly blocked from sending, but it kept generating rejected activity and never told the person why their code never arrived.
- No more silent loop — we now refuse to issue a verification code to a number that’s opted out of SMS, instead of repeatedly attempting (and blocking) a send that can never be delivered.
- A clear next step — anyone who hits this during login or profile/conversation verification now sees a message: reply START from that phone to re-enable texts, or contact support.
- Applies to advocates and prospects — the guard covers every account that can opt out of SMS.
No admin action required.
