Quick reply suggestions now appear reliably

Suggested quick replies weren’t appearing in the composer for advocates. The suggestion model was rejecting every ranking request because of a schema mismatch, so no reply was ever surfaced.

Suggestions restored — the composer again pins the most relevant quick replies (up to two) as a conversation unfolds.

No admin action required. To make suggestions sharper, add a short AI instructions note to each quick reply describing when it should be used.
