Wallet amounts accept any cent value

The amount fields on advocate wallets only accepted amounts in five-cent steps, so values like $19.99 were rejected before they could be submitted.

Any cent amount works — credit, debit, and reset now accept amounts down to $0.01, so $19.99 goes through as $19.99.
Resetting to zero — the Balance and Lifetime fields on a wallet reset accept 0, so a wallet can be zeroed out.
