Handbooks Now Support Headings, Tables, and Lists

Handbooks just got more expressive. The handbook editor now supports:
- Headings — H2 and H3 to break long handbooks into navigable sections
- Tables — for things like reward tiers, communication channels, or response time expectations
- Ordered and bulleted lists — properly rendered, not just visual indentation
These render on both the public handbook page and the in-portal version. The preview accurately reflects what advocates and prospects will see.
No admin action required. Existing handbooks render unchanged — the new formatting tools are available next time you edit.
